Blingtron's Circuit Design Tutorial is a coming consumable item in Legion created by Engineers. It will be available to learn via Legion Engineering, but can be crafted at Engineering skill level of 1+. Blingtron's Circuit Design Tutorial can be used by anyone (not just Engineers) and can be auctioned or traded.

Using Blingtron's Circuit Design Tutorial will start a minigame. There is an associated achievement -  The Shortest Distance.

Blingtron's Circuit Design Tutorial will also act as one of the reagents for  Reaves Module: Bling Mode, one of the modules that can upgrade  Reaves Battery.

Jewelcrafting has a similar item -  JewelCraft. JewelCraft is also consumable and starts a Bejeweled-like minigame. It has an associated achievement:  Hot Swapper.

Given the consumable nature of each of these items, they will be a source of revenue for these professions.
