If you are level 10 or higher, Legacy loot mode automatically turns on when you are entering any content. Instead of using Personal Loot, the dungeon will simply drop the amount of loot it would have for any five person group, and that loot can be anything on the loot table. If you’re on your Death Knight but you’re looking for cloth gear for whatever reason, it’ll be dropping again. That polearm you want off of Mannoroth — the agility weapon? It’ll start dropping again.
Legacy loot mode appears to only affect boss drops. Gold and BoE items do not drop at a higher rate or more frequently. It’s purely for people farming for loot that’s not on their personal loot table. It’s for transmog farmers trying to get items that aren’t “for” them, strictly speaking. Or for collectors who just like to have items like cloth robes or leather dresses on their Shaman for RP reasons. It’s not going to make old dungeons more profitable, it just alters boss drops so that you can get a chance to collect anything on their original loot table. It’s a fantastic change for us transmog addicts that won’t unbalance old content to make it super profitable for anyone, seemingly only affecting BoP items. You might make a little more gold vendoring some boss loot, but that’s it.
